Executive Services (Queensland Government)
Executive Services (ES) is a directorate shared between the two Queensland Government agencies Disability Services Queensland (DSQ) and Department of Aboriginal and Torris Strait Islander Policy (DATSIP).
Speedwell was required to consult and define the business requirements for the development of a strategic planning and monitoring system for use by these departments within the state government. The system would allow multiple tiers of responsibility for the planning, implementation and monitoring of the business processes and expenditure of each department. The following outcomes were desired:
- Define a strategic plan structure;
- Define an operational plan structure;
- Define measurement objects including KPI's, Measures and Levels of Service;
- Design the processes required to ensure that the defined structures are implemented within both of the agencies;
- Implement all of the above in readiness for the 2003-2004 planning cycle which starts in September 2002.
Much of the work involved implementing internationally accepted methods of strategic planning structure as a dimension over the existing organisational structure.
The output of this project was a Requirements Document which would be used to gather tenders or quotes for its design, development and implementation.
