Pioneer (a Strategic Management Application)

Brisbane City Council operate a $1 billion budget every year.

Pioneer was developed to ensure that the Outcomes of council planning are being achieved and that resources are being applied to the right projects and services.

Speedwell worked closely with BCC strategic staff to design, develop and implement a system which allows senior management to keep an eye on performance, KPIs, outcomes and spend. It also ensures that a multi-disciplinary team working on distinct projects can be brought together as a team to ensure that high level outcomes and KPIs have been met.

The design and implementation of Pioneer won BCC entrance to the Harvard Business School "Balance Scorecard Hall of Fame". BCC are the only government organisation to have won entry to this exclusive club.

Pioneer integrates seamlessly with the other strategic management systems at BCC including their budgeting, project management and strategic planning tools.

The system was developed as a J2EE application connecting to an Oracle database.
